WhatsApp's Business Messaging Policy lets a business contact someone only if that person has given it their number and has opted in to receiving further messages or calls from it. It says a business must respect every request to stop, made on or off WhatsApp, including removing the person from its contacts.
It also explains how numbers get into trouble: users can block or report a business, WhatsApp's systems may limit the messages a business can send based on that feedback, and breaking the policy can lead WhatsApp to limit or remove access. In practice, numbers are lost to unwanted messages that people block and report, so the safe way is the polite way.
Who you may message, and who you may not
Someone who enquired with you through Bayut, Property Finder, your own advert or a referral gave you their number for that enquiry. In your first reply, ask whether WhatsApp is a good way to keep them updated, and note their answer with the date. That note is your opt-in, and it protects you if anyone asks later.
Bought lists, numbers copied from groups, leads that belong to your agency and that you haven't been cleared to work, and owners you have never dealt with are not yours to message. For owners, RERA's Real Estate Brokerage Practice Guide says agents may contact only owners registered on the Green List in the Dubai REST app, and that contacting anyone else can lead to a violation and suspension after a complaint.
Write one message to one person

Record consent, pace yourself and stop on a no

When someone says stop, mark it so nobody in your agency messages them again from another phone.
The UAE's personal data protection law, Federal Decree-Law No. 45 of 2021, prohibits processing personal data without consent, with some exceptions, and gives each person the right to have their data corrected or its use stopped. A clean record of who agreed, and who asked you to stop, is how you show you followed it.

WhatsApp publishes no safe daily number for agents. Its policy says its systems may limit what a business can send based on blocks and reports, so the number that matters is how many people find your messages unwanted. Can I message someone who enquired on Bayut or Property Finder months ago?
